Update `@eslint/compat` to v2

ESLint dropped support for Node.js v18:

• feat!: Require Node.js ^20.19.0 || ^22.13.0 || >=24 eslint/rewrite#297

1. I do know that SvelteKit still requires "node": ">=18.13"
2. But requiring Node.js LTS in new project seems viable?

I personally hope the scaffolding requires the latest LTS or later.

Advanced users can opt-out and lower the dependencies on their own.

Yes, we had that thought in the past as well. I think there were even more cases where it did not work as expected, like in npx scenarios this is not checked as well.

Thus, we decided to not prevent running the cli. But we could add that to the generated package.json that's generated during create. But I wouldn't tie this to eslint, i think we should make that chnage globally.
