fix: Prevent type errors when optional @opentelemetry/api dependency isn't installed

Fixes #14774
Better alternative to #14848, which was going in the right direction via @ts-ignore initially, but that didn't work due to dts-buddy generation limitations. But we can circumvent these by writing the import slightly different, so this PR does just that.
