YAML Tag Resolution mechanism

tree-sitter-yaml is missing Tag Resolution mechanism. We have to implement our own. Refs #1

Scalar formatting is decoupled from tag resolution so we'll create separate issues for formatting.

Let's try to use JSON Schema implementation from tree-sitter-yaml grammar which already cast string to appropriate JavaScript types. This could compensate heavily for our missing Tag resolution mechanism.
