apidom-ls: provide Operation Bindings docs meta configs

The documentation definitions needs to provided using following github repo: https://github.com/asyncapi/bindings. Operation Bindings meta configs are now partially part of Operation meta configs. They need to be separated into standalone config and linting/completing/docs needs to be estabilished.
