Updates VSCode and Monaco Editor to @codingame/monaco-vscode-api version 23.2.2.
NOTE: There is an error about semantic tokens being logged but it does not seem to actually break highlighting. Some examples of it appearing:
semantic_tokens.mov
semantic_tokens_2.mov
I would say it's safe to leave it as is for now and investigate further the tokens provided by ApiDOM and/or how Monaco handles them.
