Re-exposed the functionality to directly parse a message from sender_id + msg_type + payload. Made the parsing generic over
Buf/BufMutso internally we can still useBytesMutbut people outside the library can use vecs/slices.Also adds the readme field to the cargo.toml files so it will show something on crates.io
