Support more versions of python on ARM let some versions float so we're more likely to pick-up a wheel that's built for the platform.
Python 3.4 is pretty much dead, but we don't seem to use any of the "extra" features in ruamel.yaml to switch to pyyaml.
We need to several arduous things to support RPi: - Build on an older variant of Debian: stretch - Manually build LLVM so that we can build llvmlite
