Issue Description:
In SR-1406 I reported a problem that ended up being due to not realizing that debug symbols links on <https://swift.org/download/#snapshots\> weren't standalone toolchains. Now three years later I'd forgotten about this and made the same mistake!
To avoid this, the Xcode pkg for the debug symbols could really use a preflight script that checks if the base package is already installed and errors or at least warns to install the base package first.
