Issue Description:

Some C++ tests are failing on the rebranch branch:

Swift(macosx-x86_64) :: Interop/Cxx/class/constructors-irgen.swift
Swift(macosx-x86_64) :: Interop/Cxx/operators/member-inline-irgen.swift
Swift(macosx-x86_64) :: Interop/Cxx/operators/member-out-of-line-irgen.swift
Swift(macosx-x86_64) :: Interop/Cxx/static/static-var-irgen.swift

You should soon be able to check out rebranch with: utils/update-checkout --scheme rebranch
