[xcodegen] Infer project root from swift-xcodegen path itself

Currently we attempt to infer the project root from the build directory path, this is a holdover from when I had swift-xcodegen as a standalone package. Now it's part of the repo, we ought to be able to infer the project root from the location of xcodegen itself.
