@bob-wilson, @m-i-r-z-a as a sanity check here, but I thought we wanted the SWIFT_USE_DEVELOPMENT_TOOLCHAIN_RUNTIME value as part of the DefaultBuildSettings, not the OverrideBuildSettings.
