Allow Switcher Slack App settings to define ignored and freezed environments #335

Is your feature request related to a problem? Please describe.
Create flexibility to control Switchers from the Slack App without opening change requests, which can be useful for low-environments.
Also, define frozen environments that cannot be changed from the Slack App.
Describe the solution you'd like
Switcher API should provide two list of environments to control both ignored and frozen environments.
The list will be used when validating the ticket request /slack/v1/ticket/validate
