Allow defining which environment a specific permission is applied for

Is your feature request related to a problem? Please describe.
In order to make permissions more granular, we should be able to provide which environment a specific permission will be applied.
For instance, if the QC or Development team has UPDATE access to Switchers in one environment, this permission will apply to all environments, including Production.
If I want to define that only Approvers Team can update Switchers in Production, this should be done via permission environment selection.

Describe the solution you'd like
Although this is initially more specific for UPDATE permissions, the idea is to allow the administrator to configure them from a list of available environments.
