7.2.1 - The "Who Minified My CSS?" Release

Important

7.2.1 is a bug-fix release, and one fix changes your production output: Encore was passing the legacy Sass option outputStyle, which sass-loader 16/17 ignore, so Sass was minifying your CSS by accident, and Encore now passes the modern style option instead.
Since 7.0.0 Encore adds no CSS minifier on its own, so without configureCssMinimizerPlugin() your production CSS will now ship unminified. Configure a minifier with it (Lightning CSS, for example), and note that this release also fixes a UTF-8 BOM build error and a few smaller issues.
