How can I add a sticky note to a PDF ?

How can I add a sticky note to a PDF ? I am facing an issue where the note is added, but its position shifts when scrolling the PDF in pdfLayoutMode.continuous. How can I fix this?

We are unable to replicate the reported issue, and the sticky note annotation's position remains unchanged when scrolling the page in continuous page layout mode. Please find the code snippet we used to replicate the issue and the video recording of the issue replication.
