What this PR does / why we need it:

Extended Changelog:

• Bumped cluster-scanner to 0.5.4
  • Fixed the k8s pagination logic on the Runtime Status Integration to address timeout issues SSPROD-34258
  • Added support for NIST vulnerability publish date SSPROD-32585
  • Updated image loader to honor insecure docker-registries in dockerd configuration format SSPROD-32268
