How to release syslog ng

• Confirm the release content (with the team discuss if there is something to be merged).
• Start the version bump workflow (for details check: https://github.com/syslog-ng/syslog-ng/blob/master/.github/workflows/version-bump.yml#L3-L20 )
• Update the version bump PR
  • Update the contribution list (include contributors from issues, e-mail list, not just code contributors)
  • Fill the Highlights section of the NEWS.md
• Merge the version bump PR (that should create a release Draft)
• Notify the team and other interested persons about the Draft release for test
• Publish the release after feedback received regarding the Draft release
• Send e-mail to the OSE mail list
