Create a tag for rv32emu

This PR adds simplefs as a new artifact. However, the simplefs currently only has a master branch and no tagged commits. Since rv32emu verifies downloaded artifacts using a pre-calculated SHA-1 checksum, the checksum will keep changing as simplefs evolves. To ensure a stable and reproducible build process, this issue requests the creation of a tag that points to a specific commit.

For simplicity and clarity, the tag name could be rv32emu. Also, the simplefs within the latest commit on master branch is usable in rv32emu, so the commit to be tagged could be the latest commit.
