[Mega-Feat]: [Add Endpoint for performance monitoring for Admin]

## Description
A get endpoint which simply checks for the performance of the system, by checking the time for processing any API, the response time of MongoDB, resource usage of the system itself. Try to add the least amount of packages as possible. 
Add testcases and apidocs for it as well.
