[Bug][Grid] FooterCell is not locked

Description

FooterCell is not locked. Therefore, the footer cell is not aligned with the rest of the column when it is locked.

Steps To Reproduce

1. Open: https://stackblitz.com/edit/react-i6vwh3cc-uazcpfyj?file=app%2Fapp.tsx
2. Notice the Footer cell is not aligned with the rest of the column

Actual Behavior

The footer cell is not sticky and is misaligned.

Expected Behavior

The footer cell should have position: sticky, left: 0, and right: 0.

As a workaround, you can use a custom footer cell to apply the required styles for locking the cell.
