CI jobs doing Bazel build have been flaking due to "Out of space" errors during Python package installation. The root cause was identified as the standard
tensorflowdependency, which pulls in large GPU packages not required for TFLM. This change switches totensorflow-cputo reduce the dependency footprint and stabilize the build.Bug=None
