This creates a function which can be used when the screen is explicitly being reset rather than being initialized, e.g. when a relay pin is toggled

A user on HomeBrewTalk noted that although he used a pin-based relay, he didn't experience screen blanking, and would prefer not to have the screen reinitialize and "flash". This PR adds an option in the settings to disable that behavior.
