This allows mergify to merge my PRs. Disable mergify speculative checks. There's not enough volume in CAPT to need this. It causes double the time to merge PRs without any added value. Signed-off-by: Jacob Weinstock <jakobweinstock@gmail.com>

Description
Remove Chris as a maintainer as he has stepped away. This allows mergify to merge my PRs. Disable Mergify speculative checks. There's not enough volume in CAPT to need this. It causes double the time to merge PRs without any added value.
