Proposal: add functionality to close a PR automatically if the CLA isn't signed

With the recent influx of garbage PR's, the one unifying and simple factor between them is that they don't sign the CLA. So far it's manageable, but in the event that it becomes unmanageable it would be nice to have a function that would automatically close any PR with an unsigned CLA.

Would be great, but I still would give the author some time to sign the CLA, otherwise we won't get any new contributors.

A 15 minute timeframe sounds good. On top of that the PR title should have a warning in capital letters to sign the CLA before submitting. If you don't at least gleam at the template, there is reason to suspect that you're not creating the PR in good faith.

15 minutes seems way too short. I think we will have much less new contributors if we get too strict.
