Closes #730

This PR updates the API specification to reflect the new message decoder functionality in Toncenter API

  • Added /api/v3/decode endpoint (GET + POST)
  • Added DecodeRequest and DecodeResponse schemas
  • Added decoded payload helper fields

Please read contribution guidelines in #314, specifically the first item there. As it is, it's unclear why do we have to update API specification, why it's new, and where did we get these news from.

The issue should be visible somewhere in the tree of #5, specifically inside #158.
