To go along with #487 :

Forum Groupings should stay in the same order at all times. The only sort by most recent should appear in the user-generated thread listings.

@jmgasper Please apply PR-#509. Thanks. The category table has contained the 'Sort' column. This column is not displayed in UI but admin can update the order of categories by moving them up or down. I've updated the order of forums on DEV/PROD.

After deploying, the order of parent categories should be like this:
