It actually does not have any fixes for the db lock issue. All changes tried to fix the issue didn't succeed. So, reverted all of them. However, keeping the logging added and a issue fixed for Kafka bus api access.
Also, the issue seems to be because of issue in accessing RabbitMQ server. I think after adding the ECS CIDR block in exception list of rabbitmq, it worked.
