Corrects a problem where semantic versioning changes were always incrementing by the lowest change type rather than the larger change types.
… semantic versioning.
This has been tested on newer versions of PHP and found to be working however due to other library constraints composer will not install packages without the added platform config.

Add support to dynamically add Jira Issue Types to the list when building the release notes.
This allows like issue types to be grouped together and correctly linked even when custom jira issue types are present.
Update list to include new Jira Issue Types and modify how some of them affect semantic versioning.
Misc fixes/updates to the semantic versioning update code.
Update so code will install and run on PHP 8 versions.
