`failed creating maven effective pom` when maven not installed and no wrapper in project

### What happened?

Maven wrapper is set to be preferred in the settings, however theres no global maven installation or maven wrapper in the local project. The extension errors with `failed creating maven effective pom` when opening a pom.xml
