Fix smtpad rendering without port hints

Summary

• allow SmtPad to render even when port hints are omitted by defaulting to an empty hint list
• ensure pcb smt pad records reuse normalized port hint arrays across all shapes
• add a regression test covering SmtPad usage inside a footprint without port hints
