revert(gnome-shell): re-comment org.gnome.Shell.target in %files

The file is not shipped by gnome-shell 50.0 upstream (not in tarball,
also commented in F44 spec). Uncommenting causes an RPM build failure.
The issue #15 reporter's missing-unit problem needs a different fix.
