1.3.5: Fixing and Adding Standard Terminology Links

The following proposed changes are not breaking changes and do not impact data ingestion.

Note that term links are only used in the data dictionary viewer to provide users with a link to a 3rd party standard ontology where the term is further clarified/defined.

1. Term links to the CDE Browser were broken (case node, ethnicity and race properties); we updated those with working links.
2. Added term links to a DICOM standard (https://www.dicomstandard.org/current) for DICOM tags in the data model and the LOINC playbook for the LOINC terms.
3. Fixed several typos.
