gleam publish asks 'Type I am not using semantic versioning to
continue:' only for pre-1.0 versions. The unconditional feed of
that exact string broke once we moved past 0.x — the y/n prompt
gleam asks instead would have received an invalid response and
hung. Case-switch the preamble on the version major.
