Error from api.submit_job in working_with_jobs tutorial

Stepping through the "jobs" tutorial, I get the following error from the api.submit_job try:

ConnectionError: HTTPConnectionPool(host='af9ab68f04f5a470bb55ba29ff6a6215-1326373853.us-west-2.elb.amazonaws.com', port=5001): Max retries exceeded with url: /processes/job-hello_world:develop/jobs (Caused by NewConnectionError('<urllib3.connection.HTTPConnection object at 0x7f87b40eb160>: Failed to establish a new connection: [Errno -2] Name or service not known'))

Let me know if you need the complete backtrace.

I'm guessing the needed DAPA service endpoint isn't running, but I have no clue how to start that.
