[New Feature]: Update scrolling behavior

The scrolling behavior of the current UIs needs to be fixed because:

1. In some cases, content goes beyond the bottom of the browser viewport and can't be accessed.
2. The detail view on the job monitoring UI needs to scroll independently of the grid view
