Raspberry Pi machine error

UTM version: 4.7

Machine:

• QEMU
• aarch64
• Raspberry Pi 4B (raspi4b)

Issue:
UTM appears to inject a virtio-serial guest-agent device even when:

• Clipboard Sharing is disabled
• Directory Sharing is disabled
• Serial devices are removed

QEMU then exits with:

-device virtio-serial:
No 'PCI' bus found for device 'virtio-serial-pci'

The raspi4b machine has no PCI bus, so the VM cannot start.

config.plist contains no guest-agent configuration.

for this specific machine type, I have spent hours debugging PCI logs, removing wifi cards etc.
