Bump version to 1.1.17 to bypass tag conflict from previous failed release.
The v1.1.16 tag exists locally in GitHub Actions from the failed run but doesn't exist remotely, causing tag creation conflicts.
This clean version bump will allow the restored stable pipeline to complete successfully.
