SWAT-702 Exports in COCO are stuck in "generating" status

Issue description:

  The team at Blue Lion Labs have reported that exports generated in COCO format are not generating. Ahmad, specifically, reached out to me and had let a COCO export generate for several hours before deleting it and trying again. The 2nd export has been stuck in generating status for several hours as well.

  Ahmad selected 64 completed files across a few sub-folders. All of the files contained simple polygons. I got their permission to test generating an export myself which has still been stuck in generating status as of now. I attempted to generate an export via API and it's also in generating status. However, when I changed the format to Darwin JSON, the export generated almost immediately.

• Steps to Reproduce:

  1. Go to the "OTAQ" dataset.
  2. Go to "Export Data" and select "Complete" files to export.
  3. Choose COCO for the format.
  4. Click "Create Export" and observe how long it takes to generate.

• Expected Behaviour:

  Exports created using COCO format should generate successfully and within a reasonable amount of time.
