Problem
In DAR-4672, we flipped the default behaviour of the
legacyflag so thatNifTIannotations are not scaled by default. This led to an existingNifTIE2E convert test failing, because previously the test was scaling annotations and comparing against a scaled output. Now, it's not scaling annotations and comparing against a scaled outputSolution
