This pull request standardizes and significantly improves the local DevPortal setup documentation. The changes aim to make it easier for new users, including those without prior context, to install, deploy, and verify a fully functional local DevPortal environment from scratch.

Key improvements include:

• Standardization of documentation structure and formatting across all local setup guides.
• Reorganization of content to improve comprehension for new users.
• Correction of outdated or incorrect instructions.
• Clear usage examples added wherever necessary.
• Dedicated Requirements page as Step 1, covering all prerequisites independently from VKDR.
• New Access and Testing page at the end, guiding users to verify and interact with DevPortal and sample applications/APIs.

These updates ensure that even users with no prior experience can follow the guides and successfully set up a local DevPortal environment.
