Makes Bookworm our system of record for CI/testing. This should unblock #498
Note that bullseye is still supported when building with Conan, and we will still publish Conan packages for it, but it is no longer the default tested CI platform and this means we do not necessarily support using the C++ SDK on Bullseye with apt-installed grpc/protobuf
