Suggest `plugin-react` when using `plugin-swc` without any custom options and rolldown-vite is detected

Description

When the user is utilizing rolldown-vite, build perf will improve when using plugin-react which will then in turn use Oxc. The user might not know about it though (example).

Suggested solution

Give a suggestion (that can be turned off via settings) if the criteria apply:

• Using rolldown-vite
• No custom (swc-related or general) options passed to the plugin.
