Question on the Template of Dracut

I recently installed Void Linux, but there is something I don't quite understand. Why aren't binutils and cryptsetup dependencies of Dracut, even though it needs them. I know, they are not crucial and it can generate working images, but I'm curious about the reason.

Why should they be dependencies? binutils is not required at all, since all binaries are already stripped and cryptsetup is completely optional, pulling that in because the initramfs supports it doesn't make much sense.

I guess in the end its mainly because xbps does not currently support optional dependencies, so generally we opt for keeping optional dependencies out.
