tracker: CUDA backed vortex-scan

Tracker for a cuda backed vortex scan.

The aim of this work is to be able to load and decompress the result of the a vortex scan directly on a Cuda device(s).

Phase 1

• Support projection in layout/scan
• Encodings
  • Support first tpc-h query (6) projection (TPC-H GPU - Projected Encodings Required #6227)
  • Expression kernels (e.g. binary) [refine]
  • [refine]
• Export to cudf via arrow device ptrs @a10y

Phase 2

• Compute scan filter on device
• GSST
• Patches transpose for cuda
• On device array sharing between filter + projection
• Clean up the vortex-cuda abstractions @0ax1
• Profile current implementation
• Explore cuda-graphs
• Explore kernel fusion (either JIT or runtime-on-device dispatch)
