Olah now supports the repository refs endpoint used by llama.cpp for Hugging Face downloads and forwards cache-miss data while blocks are still downloading.

• Add standard /api/{repo_type}/{repo_id}/refs responses for proxy caching and local Git mirrors, including offline snapshots (#85).
• Fix root tree listings in local Git mirrors; keep SHA-addressed cached data stable when branches move and enforce offline reads.
• Stream missing cache blocks before the full block finishes downloading, while retaining complete-block validation and concurrent download deduplication (#79).
• Update portalocker, GitPython, huggingface-hub, peewee and pydantic.

Validation: 466 deterministic regression tests passed, including streaming, concurrency, cache integrity and the refs-to-download protocol. Wheel and source archive metadata checks and installed-wheel smoke tests passed.
