What is expected?

I expect the timepicker have the same behaviors, no matter what is the format (HH:mm or HH:mm:ss) and the timepicker dropdown item on the popup panel scroll it right position by the timepicker value.

What is actually happening?

1. timepicker popup panel come out have a blink behavior on the left corner which timepicker without value and the format is HH:mm.
2. the timepicker dropdown item not scroll to the right position with the timepicker value.

I don't know is this a bug, so I just show it up. I know fix it perhaps impossible. I just want some help with this. I can reproduction this only on a special version of ie11.
