add word count hint to the input.textarea component and any other component that support the maxLength/minLength prop #2728

- I have searched the issues of this repository and believe that this is not a duplicate.
What problem does this feature solve?
although the textarea Component support max-length rule, but while i am typing. neither did i konw how many words i already input, nor how many have i left, hopefully , with feature added, these problem may go away. and i assumed that i am not the only one who needs it . same thing when it come to the min-length prop.
What does the proposed API look like?
