Add a "startWeekOn" property to calendar #6910

- I have searched the issues of this repository and believe that this is not a duplicate.
What problem does this feature solve?
Currently the calendar component shows Sunday as the first column on the left, indicating it as the first day of the week.
In Australia this is an uncommon way of thinking about a week - we'd normally consider Monday to the first day of the week. And it turns out it varies around the world - http://chartsbin.com/view/41671
What does the proposed API look like?
Perhaps a single additional property which takes a string of a weekday, perhaps something like
<a-calendar startWeekOn="monday" />
Alternatively I wonder if this is something that could be derived some a locale setting (although being able to over-ride would be handy)?
