Switching cultures inside the builder will disable the steps

• Add steps into the form builder
• Select a step (not the first)
• Add something to the selected step
• Change the locale language
• See that you will switch back to the first step and the other steps become disabled at the top (you can still select them and change the properties in the property panel, but the step content will not be shown in the builder)

When doing some things like switching to preview mode and switching back to the editor will enable the steps again.

Describe the bug

When switching the locale culture while inside the form builder, either that of the builder itself (inside the demo at the top or the BuilderToolLanguageSelector
