Cannot find module 'webpack/lib/RuleSet'

I am getting this error when deployed to server (nuxt on GCloud)

Error: Cannot find module 'webpack/lib/RuleSet'
    at Object.<anonymous> (/srv/node_modules/vuetify-loader/lib/plugin.js:1)

@KaelWD I have finally found the cause of this. It was because I had nuxt in my devdependencies and in production was using nuxt-start which doesn't have webpack as a dependency. For this reason it couldn't find 'webpack/lib/RuleSet'. So I resolved this by including webpack as a temp measure.

Actually I wonder if it would be possible to do all the work at build stage, so then we wouldn't have to install webpack in production?

Hi, I have the same error!
I apply webpack uninstall local and global:
npm uninstall webpack
and
npm uninstall webpack --save

then apply install webpack in production mode
npm install webpack --save-prod

and enjoy a cool GAE deployment!!!
